Interesting! I don't think they are used anywhere - but for some reason they are present in the "fix" (always loaded) textures in the Dreamcast version (but not in the 3DS port). Looks like at some point they were supposed to appear in a lot of levels.

None of the character themes really sound similar to the Rayman 2 themes. A Rayman M Ly theme would probably have some elements that the composer put into the Tily theme, but I guess with less high-pitched instruments and a more mystical vibe. Hoodlums' Revenge just isn't very good, which is sad because Spyro: Attack of the Rhynocs (GBA game made by the same company in the same engine) was one of the better games on the system IMO.

The One Piece anime is great despite the many (valid) complaints about the pacing. I read the manga and am still consistently having fun watching the anime -- it's just super fun hearing the characters speak, and the music is often really good.
