I don't think there's much to say at this stage of the project.
You're offering to direct it, but you're not bringing anything to the table yourself. If you do not possess any of the required skills, whether in terms of programming or visuals, and you have no intention to event attempt to acquire them, then you'd better come up with a really compelling plan if you want to get people with the skills you need to join your project and basically work for you.
So, work on a scenario, do the level design with pen and paper, draw some concept-art, share anything cool about the game that you can think of, but without any of that, don't expect people to randomly pop out of nowhere and devote their time and skills to you.
And last but not least, do not double-post. Use the edit button instead if you want to add something to your message: if nobody has replied, it's because, sadly, nobody's interested.

I noticed you left a comment on one of my "Mega Drive" mixes. Thanks for asking, but I wouldn't recommend using these ones as they are rather old and I think if you're basing a fan game on the 2D Rayman 2 it would be a better idea to make a fresher sound for it, something that's more inline with Rayman 2. That particular one I made in 2008 I think in FL Studio and if I was to do that kind of remix again I'd be able to make better quality ones with some more authentic bits.
