1. Yes it is almost certainly a new gen, this news is actually a week old.
2. There has been nothing said about a combination of all gens, that's stupid fans sputing stupid bullshit based on silly speculation.
There is one new pokemon confirmed, which looks like this:

There will be a new one appearing in an upcoming movie too, although that might just be the one in the picture.

Speculation so far leans in favour of a dark/fighting pokemon, possibly an evolution of mightyena. Others believe it's related to Lucario.

Arceus was supposed to be the ultimate one, so I wonder how they'll top that.

I think Mightyena too, it's the first thing that came up in me. (aside from were wolf pokemon)
I think it's grey and black just like Poochyena and Mightyena
