I think three would be enough. Since, for 3 answers in a row he would get inavailability to answer 2 questions, so for 5 he would get 4, keeping that in mind that he already skipped 2, but didn't read ( or follow ) the rules - so there's plus 1 question. But you are the quizmaster, so it's your decision.

I think so. Even though it's the first time i see him participating here, he should have read the rules.

I still will defend the 4 question skipping punishment, because it was also OCG's duty to read carefuly the rules of the first post. If he kept replying, it makes it clear that he didn't read these at all. I hope this will serve as a warning to everybody else who is new to this TTQ.
