Well, at that point, both him and the shell were very tiny...

Anyways, this looks like the final battle of Rayman 2, first you must throw back the Grolgoth's bombs at it, and actually you have to fight him above lava...

I wasn't surprised. It is based off of both Rayman 2 and Rayman 3, though only a small part of R3. (After all, the hoodlums were only in one level) Story, most of the enemies, levels, et cetera.

That boss battle was like the GameBoy Advance version of The Crow's Nest.

Of course, they are pouring toxic liquids in lakes and rivers.

Well, every wooden building and steel edifice you find was made by them... And they are where the pipes pouring toxic liquids into water come from

What motive would the Pirates have to pour tar everywhere?

I'd think so. Though then again, they don't care much either.

Maybe the piranhas wouldn't leave them alone.

Nobody can swim in lava!

And the robo-gorrilas can't swim because they are too stupid :P Maybe some more intelligent pirates could.

If they do not burst like Robo-Gorillas in water, they will get so rusty that they cannot move anymore. By having the clouds raining on, them, Globox got rid of pirates by having them rusting.
