Not really, Sony also confirmed that they won't be developing a PS4 which is significantly better than the PS3.
They'll be adding better graphics ofcourse, but not revolutionary, they'll also add some slight changes.
All this because of the PS3 ofcourse, they're still having a hard time making profit with that thing.

Possibly it is "finished", but they may still change some details, for example labels of buttons.

That happened with the Wii Remote, it got slightly changed in the end.

It is. I'm pretty sure buttons 1 and 2 were initially labelled with letters. Not sure which, though.
