I assumed that, but that was idiotic from my side. Strongest, meaning the one who delivers the most damage. The one that makes more hits, as you say, would be more resistant.

Hence my confusion, I was unsure if he meant offensively or defensively.

Strength can only be measured from a defensive point of view with regards to Hoodlums. I'll grant you all another guess as no correct answers were given this time.
