Anyways, just looking at what you got written on your CUE file won't change the fact that we still need to have a look on the binary file or in your case binary file[i][u]s[/u][/i] :P
I recommand to rerip your disc using ImgBurn or seek for a working rip online.

Compare the .bin file names in your directory to the file names in the .cue file.
I would recommend using code tags to post long stuff.
Which version of the game are you trying to play? PlayStation? Saturn?
If it’s the PS1 PAL version, then use ImgBurn to rip your own disc to a bin/cue file.

Thebananacrafter, try installing
PakkISO and then right clicking on the folder with the .cue file, then clicking UnPakkISO. It should work then.
