Well, if I'm honest, lightning bolts aren't generally blue. The way I used is to draw a line with the pencil tool, then blur it using Gausion Blur or something. It looks so realistic then.

You should make the lightning bolts more clear, though.

The thing is I really didn't want anything to stand out to much. As for the blotchiness, that was my attempt to make something that looks like rain...

Not sure. It's probably something different on Photoshop, but I'm sure it exists. Just go through the types of blurs and choose the one that is best suited.
