I just got Hoodlums Revenge today

Totally screwed on Clearleaf Falls, I've been on that level for hours (or at least what felt like hours).
My favourite of the GBA games is Rayman Advance. I dont see why some people didnt like it. Yeah okay the sound quality is worse than the original version but apart from that its the same game (albeit with minor differences that dont matter).
I like Rayman 3 GBA, but I find it gets boring. I havent played through it more than once.

I found the music in Rayman 3 : Hoodlum's revenge not having a magical tune

I wonder why that 'Ice Dance' thing on Raytunes were never used in Rayman 3. It could be good for the ending.

I honestly think the music in Hoodlum's Revenge is really distracting and wasn't too good. Despite this, I prefer Hoodlum's Revenge in the sense that it is a better interpretation of R3 than Rayman 3 GBA is, but I enjoyed Rayman 3 GBA more for some reason.
Why didn't they use Rayman 3 music in Hoodlum's Revenge?

No at all. It used it very well. Take a look at Sonic Advance or Rayman Advance: sound of RHR and RRR is very rich compared to them in my opinion.

I've finnished R:HR multiple times, had completed it 100%, and I still like it in a way, but I have trouble playing it now since my GBA died and my Nintendo DS screws up the game's controls. I can't play the game 5 minutes before my thumbs start to ache because I have to press so hard to go diagonal.

Look at Rayman 3 GBA. It had much better sound then Rayman Hoodlums Revenge.
And the tunes are annoying to

R3 have used GBA very well, true. But still RHR's music is not that bad.

I don't really think the music is bad. I do agree RHR has screwed up the music a bit, but in overall, all Rayman music is original and fun to listen to. Although the melody of Rayman 2 is starting to get a little overused IMHO.

Well, the Rayman Hoodlum's Revenge is quite nice, but the rest of the music could be much better in my opinion.
