No, at RZ UbiRazz disabled it, admins can in their forum permissions.

One announcement was all there was allowed per forum, but mods can make announcements, and I don't remember him disabling it.

Well, that's enough information for him I suppose. He'll have to deal with it, and he's even lucky enough to get an opportunity to get back onto the boards if they come back. It's kind of frustrating that we may have to ban some people (who were just pure topic flooders and else) again if they come back, but I suppose we'll just see...

BTW, I think how they messed up RZ was re codeing the php files to say that what ever they said.
