Through the blue arrows, using the optimization button, using the optimization button when landing and pressing the optimization button a lot during the blue arrows.

In Rayman M, Rayman can boost his speed...
By running on the speed up pads.
By sliding on a slippery surface.
By using Optimization on the speed up pads.
By using Optimization when landing on a slippery surface (immediately sets speed to max).
By using Optimization when landing from a jump or any other air-bound action.
By using Optimization correctly when landing on a jump pad (though this is a very precise action).
By using Optimization to cancel out the effect of a slow-down like getting wacked by a Nettle more quickly (effectively going 'quicker than before').
By continually jumping up when climbing a climable grate, skipping most of the actual climbing.
By using Purple Lums to propel himself forwards quickly if let go at the right time.

Howewer this is correct, i just have to say ( because i tried it way so many times ) that grabbing purple lums is slower than optimizing on turbo pads. It probably is, but it speeds him up relatively to his normal speed. Also, you can 'future grab' Purple Lums, a trick I usually employ, by shooting them far ahead of seeing them, causing you to teleport onto them. Quite a neat trick, but it doesn't count as an answer because it's not really supposed to be a genuine mechanism in the game.

I'll give the point to Shroob. Haruka, the second answer you gave ("use the optimisation button") was not specific enough as you cannot boost your speed by simply pressing it in normal conditions.

It depends.
In Rayman 2 they helps you to breathe underwater.
In Hoodlums' Revenge, they simply act as fuel which sustains the Throttle Copter.
In R3 GBA and RRR GBA they grant Rayman the Superhelicopter power(but in these games,they look like Tings

Blue Lums are given to (?) the peoples of the Glade to breathe. That's how I understood the question.

According to the Knowledge of the World, these are given to every newborn creature to have their first breath, and keep it until their death. In-game, they are necessary to give oxygen to Rayman.
