Not quite.
Personal computer stands for ''PC'', which is made by Windows.
Apple has the Mac.
Please check the authenticity of the stuff you say before you say it as if it's factual. Yes, PC stands for personal computer, but the fact that when you say PC, you mean a computer running Windows, doesn't mean that Apple's computers aren't personal. In fact, they originally meant for it to be a personal computer, before Microsoft was founded, as all the computers of the time weren't personal at all. They were kinda like the computers you see at super marts, only bigger.
Windows can't make a PC, as Windows is an operating system. You meant Microsoft, the company who makes Windows, and even they don't make computers.
Before Apple created the Mac, they had computers such as "Apple I" and "Apple II". They were personal computers. The first ever personal computer was the Apple I. When it was created, DOS was in diapers. In fact, the DOS was released 5 years after the first personal computer, made by Apple. Now, I'm not saying that the first ever personal computer
to be made was by Apple. There were some models by IBM, for example, but they didn't really manage to captivate the world. Let me put it this way: if Jobs and Wozniak would have not made their computer, it would have taken a lot longer for someone to create a commercially successful PC and actually start the revolution which was started by Apple.

But yes, most pc's run Windows, but not all, some run stuff like linux or freeBSD for example.
If I'm correct, first IBM PC was made in 1981, first Windows OS was made in 1985, but first Windows OS with GUI was created in 1990 (Windows 3.0, I had pleasure to work on 3.14 lol).
And the first Apple computer was made in 1976.
