I remember when I first entered that room. I was like ''WTF!?'', but I surf'd around the internet (you know what I mean) and I ''learned'' it's Xowar (if you ask me, ''Xovar'' would be a more bad-@$$ name than ''Xowar'').

I found the Heckler Unit (The three Hecklers in The Tower Of The Leptys) the hardest fight in the game, even harder than Second Reflux!

I think they are all scrapped characters.

Though the blue bird does look quite like those flying things in R2.

The Hecklers is killable by one Shock Rocket! :O

But you don't get the Shock Rocket until after you kill them!

As far as i know you cannot kill a heckler with the shock rocket because the shock rocket only appears after you have beaten the hecklers and the hoodlums.

Cheat Cat, actually, knows a way to kill anything with a Shock Rocket using the Cheat Engine. Go to its topic.

Hmm in that video I assume the Xowar is the brown thing moving around in the cage opposite the entrance (video is too blurry to make out what hes doing) but I also see a blue thing briefly on the left side of the screen about 0:26

Well, I'm pretty sure the Xowar is a scrapped character, and I'd assume the other three creatures are too.
