Yes, if a person grows up in isolation without others around them, they will not learn how to speak, and if, later in life, they encounter people and attempt to learn speech, they will have considerable trouble doing so. Critical pathways in the brain will have been severed at a young age to better adapt to their situation (i.e. one where speech was not necessary) in order to divert main power elsewhere (language is... big... it takes up a lot of space up there).
There's a couple of examples of this having happened in the past, actually. These people do end up speaking, but it sounds foreign; like it's a second language they don't completely grasp yet. < isn't sure if examples exist yet where such people eventually become fluent native-level speakers.

In fact, doing just what Master suggested (write a log of your dreams) right after you've woken up is said to increase your ability to retain memories of the dreams you've had.
