< does believe that's the best thing to do, but < would also suggest to keep hounding the electric company as well to do something about it at the same time. Putting pressure on them may still do some good.

They are not. In fact, they're getting evicted at the end of the month, so <'s problem may solve itself.

< highly suggests bringing up this issue to the landlords too. Especially if the wiring isn't right. ^ should never have to pay for the electricity stolen by the morons below. Which may be a good chance to prosecute them for it.
