This is Mad Trax from Rayman 3 and it is the first of the three minigames exclusive to the Nintendo GameCube version of Rayman 3, only for two players. In order to play Mad Trax, the players must connect a Game Boy Advance to the GameCube via an official Nintendo link cable. Once the two consoles are connected, the minigame can be played.

Always did wonder why the Plum disappeared in RO and RL, seeing as it was one of the more zanier elements in the series, you'd have thought they'd be right at home.

I don't know the answer to this anyway, but I don't remember any cube shaped cages in the main version of Rayman 3, am I misremembering (it has been a while)? I thought it was the basket type ones and the octagonal (or pentagonal or whatever) ones in LOTLD?

The basket-cages had a cube-like shape, and were suspended from a balloon, I believe.
