I actually did attempt a real answer, but as far as I'm aware the only thing out there talking about this is an old post where that gif came from.

I didn't even know that gif existed i tried to search everywhere for this unused attack but i couldn't find anything :/

Question 27: The Baby Dragon Germs have a plunger for their weapon, but their Waiter and Chef counterparts don't have one in the final game. If you look at some concept art and in the 3DS port of Origins, you'll find the answer.
