My cat once behaved in a similar fashion after waking up from an anaesthesia.

My dad had a dog that drank two pints of lager before. The dog was drunk, then too hungover to bother wanting to come out of his kennel the next day.

Those poor cats… Yeah, I've had them in a similar state after anaesthesia too, but not with that much energy!

So, the document was fake... I guess he messed up and then he exaggerated the scope of the effects to make content for his viewers (or maybe it was 100% fake?).

Yeah, I wish I could say that the poor grammar in the fake letter from the mayor gave it away, but I'm sure plenty of mayors can't write proper French anyway.
