You can transfer if you own an original DS or a DS Lite with the copies of the generation IV of Pokémon.

Indeed.
You can only transfer between generations though, you can't take a Pokemon from Emerald and directly transfer it to Black, for instance. However, you can still transfer Pokemon to later generations by transferring it through one generation at a time (ie. Gen III to IV, then to V and finally to VI).
So, here's a bit of a thing to hopefully make things a bit clear, note that transfers are only one way, you can't transfer Pokemon back.
Pokemon stored in Gen III games (Ruby, Sapphire, Emerald, FireRed and LeafGreen) can be transferred to Gen IV games (Diamond, Pearl, Platinum, HeartGold and SoulSilver) via the PalPark in the Gen IV games.
Pokemon stored in Gen VI games (Diamond, Pearl, Platinum, HeartGold and SoulSilver) can be transferred to Gen V games (Black, White, Black 2 and White 2) via the PokeTransporter in the Gen V games.
Pokemon stored in Gen V games (Black, White, Black 2 and White 2) can be transferred to Gen VI games (X and Y only, at the moment) via the PokeBank app for the 3DS.

So if you have each generation, you pretty well can move a particular Pokemon all the way to the end? Sounds pretty cool. Multiple steps, but cool.

Well, not Gen I and Gen II, though with their remakes, it's not an issue.
Yeah, you can get from Gen III to Gen VI, though you're going to need a DS or DS Lite to transfer from Gen III to IV, as it needs to the GBA slot, which is only on those specific DS models. To transfer from Gen IV to Gen V, you're going to need two DSes (or you could just use the 3DS's backwards compatibility to stand in for another DS). Gen V to Gen VI requires only one 3DS, so no need to beat about the bush there.

Okay so, since I never really played a Pokemon game fully, I've decided to get Fire Red through a GBA emulator. I hope to enjoy it.

Yep that's the way to go! Leaf green is my choice just because you get better exclusives IMO :p

I was just linked to this livestream by my girlfriend, I'm guessing its this Japanese show Serza mentioned, apparently its gonna have gameplay, but it doesn't start for another 2 hours.

What a disappointment. They barely showed anything, just 5 seconds of a cutscene of both Groudon and Kyogre.
