Question Neintean: Who is Ursula's named based of off? And what is the significance behind the name?

Her name is based off of the bad Ursula in The Little Mermaid. The significance is that she is a spy who dresses in black with white hair also the location she can be rescued (20,000 Lums Under The Sea). That's all that pops into my head.
