Being a Pokemon fan, I shall partake in this thread.

My Starmie perfect moveset:
double team
recover
toxic
surf
Strategy:
Toxic them
set up double team to the max, recover when you need to
then just surf them to death. everytime they hit you (rarely gonna happen) you recover.

I'd replace surf & toxic with scald; while there's less of a chance of scald managing to burn it's a much better status condition simply for the added effect of decreasing the opponent's attack stat. Sure enough it doesn't work on fire types but if you have a good Starmie it should be dead from the scald attack anyway. EDIT: I should also add that overall it sounds like the standard pre-gen 5 moveset for Milotic.

It's worth noting that Game Freak trademarks most potential "remake names" (Like Water Blue and such) but it's still one to ponder.
