It is quite useful but the Lockjaw is better in most battles.

Lockjaw also lasts the longest of them all, and is usefeul in battle, as it can shock hoodlums, causing them to return to Black/Dark Lum form.

I think the TC outfit could have been improved. I don't think yellow and purple blend.

The Heavy Metal Fist is the best power to get a lot of points by fighting Hoodlums, for you can easily defeat them in one hit, which brings extra points.
