It was Demoscene, here is what demomakers can do in 64kB of compiled code (a floppy sector): The size is so small, that they have to generate both the 3D models, the textures, and even the music and some shader codes programmatically.

There was a huge loss of confidence, and a huge crash in the video game industry followed. Then, Nintendo found a way to regain the confidence of the buyers with the NES, their new console. Nintendo introduced the business model of licensing third-party developers in order to authorize them to produce and distribute titles on the NES platform.
In short: Not everyone was allowed to develop and publish games anymore on this console and they had to buy the rights for it, leading to an increase of game quality.
