Sorry for not replying earlier, I did see this message when you posted it and I investigated the matter only to find out that it had nothing to do with the new site.

Unfortunately, this required a change from Romano and he was only able to fix it now.

Hunchman801, I was just wondering, incognito has a avatar that's not in the ranks list, and it isn't a Rayman character. How do I get custom ranks like incognito?

That was a legitimate answer. Incognito's rank was earned because he was being annoying. Though he has since been forgiven, but chooses to keep the rank to show off how bad he is.

That rank is on the official rank list, but is listed as the negative ones like Hardrox, but since I liked it a lot I asked for it back in 2014 and I kept it since. Also I never had that rank for being annoying, I had Hardrox for a short amount of time for being so, and the Teletubby came a little while after it, but if you want to earn a custom rank, you have to win a contest.

In that an admin has to go into the control panel and explicitly give it to someone, yes!

They're not explicitly giving the rank, they're just removing Tings. It's a completely different procedure.

But they can give whenever they want by removing as much tings as Adsolution when he was still a mod.
