Indeed, clouds vanish when Rayman lands on them, which also happens in the Atari jaguar version. The question however, was:

When can clouds with (opened) eyes be seen in Rayman 1?

and not:

What happens when Rayman jumps onto a cloud in Rayman 1?

but also before they diapear without you steping on them as a little nitice
also im pretty sure because the clouds in rayman advance are sometimes broken, they CAN open their eye, but im not sure
