Well, neo, looks like you missed an important part of the community history 
Tarc stands for "the anti rayman community", I guess, and ARZO for "anti rayman zone organisation". ARZO hacked the official raymanzone website several months ago, and it lead to what you can read in this topic...

Well, that wouldn't make sence, because the way it will generate things is based on the person's coding, and the coding used is made by people too.
