Depends what you see as karma. So many awful people are able to get away with being the way they are until the day they die, and are happy doing so. Maybe their karma is that the mark they leave on history will be hated by others.
Maybe the fact they don't get served justice in their lifetime seems unfair, but really, why do we care what they think? No one likes them already, and them realising that fact doesn't change our lives. It does give them room for a redemption arc though. We should just do the best we can in an honest way, because cheating at others' expense is lame and defeats the beauty of life.

To be honest, me knowing that when I die billions of people around the world remember me with hatred is a punishment on its own

Yeah, if I died I wouldn’t feel anything but I’d be sad in my last days and I’d know what legacy I created. If I lived I couldn’t bear the guilt it’d cause me

The question of free will gets people knotted up in such a silly place. It seems to be us just experiencing the thoughts and emotions that lead us down a certain path, a lot of people have trouble reconciling the idea that feelings can be predetermined too and instead take it as their feelings being invalidated
