Nope, then the light from the clouds would. Light from a town's lights gets reflected off clouds.

But if you are longsighted, I guess it would be higher than ten. Having super eyesight comes with it's disadvantages though.

In fact you won't. Your eyesight may be far better than mine, you'll still get ten, because you'll be able to read the hardest part of the test, like me. You may be able to succeed far harder tests, but they aren't performed.

The disadvantages of being longsighted is that you get severe eyestrain, which leads to bad headaches.

Kind of, 1 is the best, -X is for short-sighted people like me, +X is for people who are farsighted.
The bigger the X is, the worse your eyesight is.

My cousin can't even see more than 50 ft in front of him. He is very short sighted.

Yes, I guess so. I personally hate all those different measurement systems in different countries..

Like Fahrenheit and Celsius etc, that's just confusing.
