I know I would not accept 700 EUR if I had that statue since I am collector and would not sell rare item

Finding that whole collection is going to be harder than finding the Holy Grail.

It would complete my Rayman PVC collection.

The last time I saw the thing for selling wasn't even costing more than 10€, but I did not purchase at the time since I really hadn't money.

Where did you see it selling at?

It was in eBay.fr. But it is since probably 2 years I don't see it.

I already talked before about eBay messages before.
For this seller, he posts worldwide but you need to request invoice in the end.

When it says: "The seller hasn't specified a postage method to (country). Contact the seller and request post to your location."
That means he ships worldwide but you need to request invoice after winning.

When it says: "This item does not ship to (country)" then you can't bid. Here is example screenshoted. Remember, on first one, the seller DOES ship worldwide, on second one you can't bid.
