There are historical reasons for this. Before the start of World War II, we had (amlost) abolished conscription, and our army was chanceless against the Germans when they decided to invade us on April 9th 1940. We decided that we never wanted to get caught with our pants down like that again, and so one year of mandatory military service for men was introduced. The slogan "Never another April 9th" has been a part of our military policy ever since, so conscription has survived up until today. Still, there are a lot fewer who get conscripted every year now than during the cold war, and I wouldn't be surprised if conscription has been completely abolished by the time my kids are 18.

On a related note: Norway is a sexist society. It favours women.

EDIT: Nice! < just received a text message from the army saying there will be arranged a football match between Norwegian and Russian border guards when < gets there. < will finally be able to represent Norway at an international level.
