Does Paint actually do transparency now or did you have to use another program to do that?

Nah, paint doesn't deal with transparency.

Have you used the newest versions? (I haven't)

I drew it on Paint with my computer mouse, but the rest is made in Photoshop CS2. Like the shading, effects and the transparent background.

I've heard that the next big WinX update will allow folks to use 3D models in a new version of Paint, not entirely sure how that will work. But yeah, until then, I don't think Paint has really changed much since it was done up for Win7.

I use Paint since 2008 or even earlier and I can tell that nothing changed yet. At least for me. I prefer the Vista Paint version and use it for a long time now, so not sure if this one will get updated as well. Oh well, as long I can draw on it everything is fine.
