It's about two things. First, leet speech, which can be called 1337 Sp33ch.
Second, it's an inside joke in Steven Spielberg movies, because his first one was called THX 1337. For example, in the opening of Pinky and the Brain, on the blackboard, you can read THX 1337 = The answer to life and everything.
