Rayman 1 of course. Lots of the ones you step on have closed eyes, while I think you get scenic ones with the lightning eyes.

I think they're concentrations of moisture, evolved from the Jaguar version's closed eyes.

I think the unstable clouds in the PS1 version are wearing bowties, just like the nenuphars and so many other things in the game.
