That's him. He's like Rayman with the fact that he's limbless, but his body is huge! And he's dirty.
But he was funny. He told Razorbeard that the Grolgoth 'does everything... except the dishes'!

Before the Grolgoth fight, you see a Prison Ship, and a little ship, and there are this stupid guy. It's on the cutscene.

He sold the Grolgoth to Razorbeard--he was only present in that cutscene. (I believe in Rayman 2: The Great Escape and Rayman 2: Revolution)
Tonic Trouble was a Rayman-inspired game--Michel Ancel had even worked on it (He didn't design it though.) I've never played it, though I know that Rayman himself was seen in the credits. To return the favor, they gave whoever that is from Tonic Trouble a minor role as salesperson.
