We don't let them do that at all, in fact we prohibit such behaviour from any member. The only reason their messages aren't deleted is because flooders tend to quote the message with "why did you post that" or "spammer!", thus starting a new discussion. There have been many occasions where I (and I'm sure other mods) have deleted one or more of their useless messages, but really if somebody starts a chat about it, deleting them is not optional.
