The pages are in HTML format, like pretty much all of the internet, but this is not related to phpBB's thumbnailing system.

A lot of websites are coded with HTML, so this one is too, just like Hunch said above!
Also.. If you want to know if a website is HTML or some other format, you just can hit F12 on the keyboard and see the code for yourself! But you already know that, right?

Just because phpBB's thumbnailing system does not support animations (or at least some of them) and generates a still miniature for them.
