I know what it most likely is, probably to prevent importing between European countries at a lower price. They also wouldn't get the American version because it's NTSC. I’m not bothered in the slightest by region-locking, but what I am bothered by is content which differs by region. For example, there’s the Japan-exclusive special edition of Metal Gear Solid 1 with additional content, the Japan-exclusive ‘Final Mixes’ (ie best versions) of the Kingdom Hearts games, the dumbed-down American version of Ico, the censored European version of God of War I and the America-exclusive version of Rayman M, Rayman Arena. I have no desire to play games in the NTSC format, but I hate it when some regions are given preferential treatment.
