So it's more about the communication part. Anyways, it depends on the existing goal. What does the target people like? It needs to start somewhere with an existing userbase, in order to grow.

There are several ways of making it attractive:
1. Keep it a simple place, in terms of both layout and navigation.
2. Promote its purposes and efficiency compared to any other place.
3. Create a unique story, and leave it temporarily open for comments.
4. Don't keep the place too strict, and not too open either, but balanced.

Overall, you might be interested on reading about Search Engine Optimization (SEO) too. There is also this video about 4chans success.

MegaUpload is kinda okay, RapidShare should be abandoned and left in dust. Use MediaFire and 4shared, or even Dropbox and Wuala instead.
