If you're talking of my old account (GOTG), it was banned and I asked Humch to use it as my tings bank!

You are not allowed to post with your ting account period. Rather you are allowed to have more than 1 account on RPC but only 1 of these accounts should be actively posting. Posting on other accounts be it yout ting account or any other form of second account (With the exception of ones used for the Mafia game) is punishable but since y'all didn't know that i'll let it pass but the next time you won't be so lucky.

It's because it's only one post that i'm letting this pass but no it doesn't matter that it's one post you shouldn't be posting on your tings account and that's the end of that.

What are the rules regarding themed accounts like Hoard? Are its posts permissible because it's 'in-character'?

I believe that is the closest thing to a rules topic we have. I think it used to say something about multiple accounts, but seemingly not anymore.

I only use the Hoard to be funny once in a while and I get the feeling it's somewhat appreciated. But if you want me to no longer post with him period, I'll respect that wish and retire him to the Æther. Sorry, Hoard.

I've just been informed that posting on multiple accounts are in fact allowed, but you aren't allowed to post on one account and then another (as it will count as double posting).
