When people say this, I usually attribute it to them not remembering their childhood correctly - memories are distorted, you inflate the extremes - when you're feeling nostalgic, you extract the good, and just the good. It's difficult to recall exactly how it was, but in most cases, you weren't necessarily any happier than you are now. No matter what age you were, there were problems to overcome, there were ups and downs, and the only difference is that as you grow, the bigger problems you start to face equate to your bigger brain.
