By the way though, according to my version they're called Hoodmonger Privates. Why does everyone else call them hoodblasters?

Ubisoft gave the name Hoodmonger Private First Class as a default name - Grims, Hoodloons and some Elites also have this name.

I know what you're talking about, you mean the Slapdashes and Hoodblasters that fly in using their balloon. But Rayman doesn't fight these Hoodlums, they make their way into the Fairy Council during the small cinematic. And trust me here, I know a lot about this game
