Miami = Vice City (GTAVC)

"Can it run Crysis?" refers to having a PC that's extremely powerful, because Crysis pushed the limits of what computer hardware could do at the time. If I recall correctly, there was no hardware in existence at the time of its release that could keep a smooth framerate with all the settings turned up to the max.
I guess "Can it run Doom?" refers more to "has someone ported Doom to run on it?" because Doom is a much lighter-weight game, and (since it was open-sourced) has been ported to run on many old and new platforms.

Actually, isn't that a similar reason of why Windows Vista was considered so bad for the people (most of them didn't have hardware powerful enough)?

One of the reasons, yes. I'd say the second reason is that quite a few driver models were changed, and the hardware vendors weren't given enough time and guidance to prepare. This led to a whole bunch of unsupported hardware and another bunch of hardware with buggy drivers.
Anyhow, Plum's explanation for the last question is very precisely spot on!

Well, I haven't read much about it. Let me confess - I own all the first three games, multiple copies thereof, but haven't spent a single minute playing them
yet. Read all the books, though, and enjoyed them greatly. The TV series - not so much. I will surely play the games soon. Like, within the next decade?
