It happened because <'s IP adress country, PayPal country and Steam country were different and it was impossible to match the same country on all 3.
< wanted to gift game even if it took me whole day so < was clicking purchase gift many times and trying many combinations, Steam thought probably < was trying to put fake info and get stuff for free so they locked <'s account. Now < has to contact Steam support and wait 2 or more weeks hoping they will return <'s account to normal, but some people stay locked forever.

< agrees with ^^, from what < has heard, the SA1 soundtrack is better, though < really does enjoy SA2 EGGMAN theme, moreso than the one 06 and onwards gave him.
