Reinstall Rayman Optimum, your data should (hopefully) be kept. Make sure you also turn off your antivirus, as it can cause issues with mapper.

I certainly sure that jang-hee-won and RaymanDesigner are the same person. Jang-hee-won collected all of the new pcxs that someone else created into a big pack. He even spammed me about the tileset that I used in Rayman Loses His Fist, because he wanted it to the collection.

They are same person 100%. There was account here called jang-hee-won but I dunno why he made another one called raymandesigner.
