Pac-Man World 3. Japanese hated it and it was never released there. I still think it was awesome.

Japan can have some different tastes to the west, for instance, the Metroid series is nowhere near as popular in Japan as it is in this side of the globe, at least, that's what I hear.

Pac-Man is way more popular in US than in Japan despite Pac-Man being Japanese game.
Most Japanese don't even know about new shitty reboot and that game is also not getting released in Japan. Well that game is bad anyways but Pac-Man World 3, Pac-Man Fever and Pac-Man World Rally were amazing but were not released in Japan. Also notice how there was never Pac-Man anime but just cartoons?
If you ask Japanese about Pac-Man it is possible that the person will only know about arcade game.

Could you confirm or deny the Metroid factoid I mentioned?

Both Original and Prime series was much better recieved outside of Japan. Japanese gamers do not like FPS that much. That is also why Kirby got anniversary pack but Metroid did not. They don't think it would sell well. As for sidescroller games, I dunno. Perhaps they were busy with other games.

I know, they are not anything special, but I am a huge Pac-Man fan so I like them a lot.

Yeah, the lack of celebration for Metroid's anniversary does irk me.

Rayman 1 for the PlayStation (yes, I know; it's not very well known here in the US) and Psychonauts would probably be my top picks.

Dragon Quest VIII: Journey of the Cursed King. I've never been much of a RPG fan, especially if it's a turn-based rpg - I absolutely loathe turn-based combat with all my heart, it can absolutely destroy otherwise high quality games for me - but this one was definitely a gem and that's saying something considering how many RPGs the PlayStation and PlayStation 2 had.

I have a ridiculously long list but here are a couple of the most relevant,
Steambot Chronicles: Sandbox game in the vein of GTA, but features a tank based combat system and industrial revolution setting.
Space Station Silicon Valley: Platformer based around a computer chip that can inhabit robotic animals to use their abilities, classic blend of sadistic humor and cutesy graphics, sadly the version of the game that shipped is bugged.(You can play all the levels and get all but 2 collectibles, but not the secret ending)
Shadow Man: Best voice acting in any video game period. Like other action adventure titles (zelda, okami) you get to revisit areas after you find new powers. Has fitting enemies for its underworld setting, such as the demonic rottweilers and slasher villain demon. However I can't actually recommend it because it has two problems. It's sometimes confusing. (To use zip lines you must manually unequip both left and right hands) ( Doors that are actually full fledged physics objects that you have to jump onto the handle to pull down) (Ambidextrous gunplay). It is a very long game, and contains some nasty platforming areas (remember the instant death pits with no nearby checkpoint on the second to last leg of Half Life 1? Multiply that by twelve). It is actually obtainable today via both Steam and GoG. But you absolutely must print out the overworld map that ships with game. It is a necessity. Is it really underrated if it's a niche title for hardcore people? Yes, Dota 2 has 4 million players when its clearly designed specifically for the MOBA audience.

Great game but definitely not underrated. It was praised highly by critics and fans alike and sold extremely well worldwide!

Vigilante 8
Recently got remade as Vigilante 8: arcade for Xbox live.
It's easy to compare to twisted metal, but twisted metal didn't add a comprehensive combo system until Black, so this gives you an insight to the development of the car combat genre. Vigilante 8: second offense was overambitious and the (hover/ski/watercraft) transformations all make aiming impossible, and the new level design tips the balance even more to fast cars and frequent use of turbo. DC version lets you unlock original levels GRRRR...
It's a fast game, and you get rewarded both visually and gameplay wise for learning the combos, especially The cow puncher, and the crater maker(which really does deform the landscape). It's holds up reasonably well and can be fun, although some features will seem underdeveloped. You get to drive the solvent green mobile!

Mega Man Powered Up and Mega Man Maverick Hunter X.
Both excellent remakes of Mega Man 1/Mega Man X respectively, but hardly got recognition due to being on the PSP.
