The ammount of buoys is 13.
On another note, is the water in R1 see-through too? That would explain why others never think the toothed fish are hell; in the DSi version, the water isn't transparent and you only notice a toothed fish the instant it leaps up to bite you. Quite annoying indeed.

Only at Eat at Joes is the water transparent, any other level the water is not see-through and is the typical cartoony blue.
