Most people < knows from outside of Ireland (this includes people < knows personally as well as just the media) pronounce "could've" as "could'iv", which sounds distinctively different to "could of" or "could'of", which is the Irish accent quirk < hears (this is not to say that Ireland is the only country where it occurs, as there are other countries that share it), and types out subconsciously. How you pronounce a schwa is left up to the accent, but it's entirely relative to the accent, and thus anyone outside Ireland who pronounces it more like "could'Uv" would also pronounce the word 'of' like 'uv'.
