I believe it had something to do with the controversy in (San Andreas?), with a not-so child-friendly cutscene being found in the game's files, I think she had something to do with the game (San Andreas) being re-rated Adults-Only, but I'm not sure, I only vaguely remember hearing about this once.

lyndo is correct! Hot Coffee was a minigame that wasn't playable in GTA San Andreas, but modders recovered it and found out it was about explicit sex. Hillary Clinton was one of the politicians who were extremely angry about this, so Rockstar's answer was putting her face in the Statue of Liberty holding a hot coffee.

The secret refers to the fact people thought that Luigi was secretly playable. Either that or it’s the L is real

The full story is that there was a sign at the water fountain in the castle garden that said “L is real 2401” (though it also appeared in the Dodongo’s cavern in Ocarina Of Time.), making many people believe the “L” meant Luigi. There were lots of myths on how to unlock Luigi, anything from getting the mystical 121st star to performing a ridiculous sequence of events. (The latter was the subject of a popular screamer that is now lost media.)
Though the greatest thing about that is how 24 years and 1 month after the game’s release, people found evidence of Luigi being a playable character in the files.

Nintendo was sued by universal because donkey Kong was a rip off of King Kong. They won the law suit, and to honor their lawyer, who’s name was Kirby, they named the character Kirby!

Didn't expect it to be that quick, but yeah, that's correct. Crazy to think you could find many, many plagiarized songs in such a famous franchise, but it happened! Here you have some examples:
There are many other examples which include Black Sabbath, Red Hot Chilli Peppers...
There are no references to Greenday or Blink-182, Greengoop!
So yup, basically Budokai 3 had a fantastic OST... Because it wasn't original

It's a patented game mechanic where one (seemingly random) enemy is assigned a special significance and acknowledging it results in variation in the game's world.
Ex : kill him and you get a boost in notoriety, help him/be defeated by him and he moves up in the enemy's rank and gains power in his tribe.
It was been patented by Warner Bros for the Shadow of Mordor and Shadow of War games and never been used since.

I'd like to ammend that it is also used in other games, such as FPS games like TF2.
When you kill a player a lot of times or a player is killed a lot of times by the same person, the person that kills gets a nemesis status.
Everything else functions in the same manner.

Doom Eternal had used a similar concept for computer enemies, in the form of
Empowered demons.
