Why is Windows 98 running Rayman at insanely high speeds?

I am running Windows 98 in VPC to run Rayman 1 (as an alternative to DOSBox), but the game is running like it's on steroids. I'm guessing it is because of my processor's clock speed, which is a bit high for Windows 98

, but I am hoping I can get it down to the normal speed so I can play Rayman 1 along with other DOS games. Thanks in advance for the help!
Damn these old games and their lack of framerate caps! x_x

You can correct the speed with a modded RAYMAN.CFG . I'll upload you one. Hold on a second.

I've held on for half a year, but I suppose it doesn't really matter anymore.
